7号信令（Common Channel Signaling System No. 7）是由ITU-T（International Telecommunication Union-Telecommunication Standardization Sector）制定的全球电信业的标准。这个标准指定了在PSTN中各个网络点通过数字信令网交换信息的过程及协议。使用这些协议，使的有线及无线呼叫的建立、路由及控制更为有效。ITU 制订的SS7 考虑到了各国使用的不同规范，如在北美使用的 American National Standards Institute (ANSI) 和 Bell Communications Research (Telcordia Technologies) 标准，还有在欧洲使用的European Telecommunications Standards Institute (ETSI) 标准
